First car rally..need help

Here's my first at this...shot at F8.0, 1/500, 100-400m @ 400mm. How come it isn't sharp? The black one I was using a monopod with the IS off. I was using Manual. The yellow one I was panning with my 28-138 @100m with IS on, hand held, f8.0, 1/200

I have one more day on Sunday so I'd like to see what I'm doing wrong.

i am pretty new to this so take this lightly.
what camera?
AI Servo would help the first shot if your camera has that feature.

were you panning on the second shot? if so then the blur is pretty normal.

practice practice and more practice.
