I am doing a photo to movie presentation for my cousin's wedding this fall. I am doing this as a gift, but am hoping to get some referrals from the event and am wondering what people normally charge to put one of the together. All of the shots needed to be scanned and then put together, wondering what the going rate is for these.

a slideshow?
In my opinion presenting some VGA resolution slides on a big screen TV looks bad, but then again, some people like that.
I haven't personally done one yet, but I wouldn't charge a large amount of money for it.

I am actually doing it in Photo to Movie for Mac, which can export in higher quality than a simple Powerpoint slide, there is also a lot of customization possibilities.

You'll still have VGA resolution in the end, which is the same no matter what software you use or how you make it (I wasn't talking about powerpoint presentation, I was talking about a DVD presentation - that's what you want right?). ... unless of course, you export as a HD movie :D that's beter (on a HDTV, of course :D

I still think there is a demand for this, people aren'y expecting perfection from old photos. They enjoy looking back at the old moments inl ife. Put it to the right music and people love it. I am hoping that people see these and want me to do them for their events. We shall see.
