Fill Flash

I really like what Schmoelzel has done here (http://photography-on-the.net/forum/showthread.php?t=103121). I tried and the picture attached here was the best I could do. I want to know if I have an equipment limitation, or am I doing something wrong. I am using a 300D Digital Rebel, 420EX Speedlite and the 24-70L Lens. Any suggestions?

Turn flash on in ETTL mode, set FEC to -1 or so, take photo. Nothing else to it. Play with the FEC a bit, vary it from -2 to 0 and see what happens.
