What setting do you have and why? I'm confused

What would that function be called ???

Not all here on the forum know the custom functions of all Canon cameras by heart, if you want a meaningful answer, you might consider giving a bit more information here.

Custom Function 14: Auto reduction of fill flash. Enable or Disable.
and Function 17: Lens AF stop button function.

On my 20D, it's E-TTL II operation Evaluative/Average. I'm sure that's not available on the 10D.
On the D60, it's superimposed display (the AF points). I'm using default (on).

Your 10D's CF 17 doesn't do anything except for some of the big L super-teles. Don't worry about it until you start spending mid-4 digits on glass. CF 14 (not present on the 20D, CF9 on the D60) is a matter of personal preference. Do you like your daylight flash pictures? If not, change it to the other setting.

I'm sorry, I still don't get it :-(

so what does "enable" or "disable" do?

Looks like it if enabled, it will reduce the power of the flash when used during the day for fill purposes. If disabled you get the regular flash output.

Does 'reducing the power of flash' the same as reducing the flash exposure compensation?

I don't know anything about the 10D except that it is Canon. I do know that when I read about a function, custom or otherwise, and I don't understand it I try it. It certainly won't hurt your camera and the worst it could do is ruin a couple of test shots. Set it, try it and if you don't like it revert. That's one of the beauties of digital in my estimation.
