what i'm trying to do is:
have a long shutter speed with the flash going off at the end of the time frame, NOT at the beginning.

is this possible to do? if so, how?

It's called "second curtain sync". On the 20D, you activate it by going to CF 15. The general location, if not the function number, should be similar on the 350D.

The trouble is that not all flash units can do second curtain sync.

this is just with the stock flash that comes with it. i'm not sure if it can do this or not.
(i'm going to look through the settings on my lunch... try and find this second curtain setting)

yes, set it too second curtain...it will do it, mine does!

found it... it flashes at the start and at the end... is there a way so that it only flashes at the end?

The flash at the start is the E-TTL pre-flash to determine your actual flash exposure. You won't see it on the picture.
