Here's a 30 second attempt, I just used the smudge tool

It can be easily removed with either the clone tool or you could paint over it very carefully. When picking the color just use the eyedropper tool and click on the face, then carefully paint over the eyeliner and keep the transparency down to maybe 50% or so. I think the clone tool is the better option though.

try using the clone tool on Lighten mode to avoid smudging into the white of the eye. By the way, is her name pronounced "Quinn"?

But then one might argue if you start photoshopping the real subject then you might as well go all the way with enhancing the pic. :)

I think that when you remove the eyeliner it makes her eyes look smaller.
You should ust tell her not to wear any and shoot her again unless she was paying for it.

personally I like the eye liner. i think it adds to the photo's general effect. Perhaps it could be less smudged?
