I've seen alot of recommendations for the 28-135mm IS lens. I was considering buying the 28-70/2.8L. Is the 28-70/2.8 worth the extra money? If so, why? Thanks in advance.

28-135 has IS, a wonderful asset if you handhold a lot, + an add'l 55mm reach.
24/28-70mm has a constant, fast aperture & better glass. If you need the speed, get this one. Also, L glass is better sealed for use in harsher conditions. Be forwarned that there are reports of a few of the new 24-70mm being lemons w/ sharpness, so buy from a reputable dealer w/ a decent return policy.
regardless, almost any L zoom will have better contrast & detail than consumer zooms at wider apertures. This isn't as obvious unless you critically study an image or print large.
lastly, believe it or not, my opinion is that a solid tripod will improve any lens' performance. An image taken @ 50mm w/ either of these lenses stopped down to f8 or so w/ solid support will be tough to distinguish.
