As a relatively new photographer that is learning flash photography. I am considering whether or not to purchase a meter. Is this a must have accessory for flash photography? I am using the 550Ex on a 10D.
What brands would you recommend in the $300 range?

Only time I have used a flashmeter seriously is in a studio and that was tied into the flash system in use at the time.
If you are considering a handheld lightmeter to go with the 10D then think about one that offers flashmetering as well - otherwise I don't think it a worthwhile investment just for one 550Ex, either on or off camera.
My 10D + 550EX + a diffuser (if needed to soften the output) has coped with everything I've thrown at it so far.
Just take lots of photos using your setup and different subjects, as main light, as fill-in inside, outside at night etc. and get used to what it can do.
