I am across this 'view' when I was on a shoot around London looking for urban art. Not sure the stencil guy meant for his art to be used in this way but it worked out well for me!

Hi Wu,
the movie was made in the late 90's from memory, the main star was Roddy Piper......I'll have a look for it myself, see what I can find as I know it's in my local video store.
