You'd have to do it in photoshop, there are many ways of doing it.. what kind of border were you referring to?

If you want a simple border then in photoshop with your picture open, go to select then all. The click on edit and press stroke. This will add a frame around the picture as a desired thickness and colour. If you only want a simple one. Fancy one I'd say use Mikes framer plugin.

Hi SezzySue, I don't have Elements but I'm sure the concept will be similar to what I do in CS2. I use a simple b&w border to finish off my shots like this:
http://www.nitsch.co.uk/scrapbook/the_staring_fox.jpg
On the toolbar select Image, then click Canvas Size. Select the "Relative" tick box and enter a value of 2px in both the width and height. Select Canvas Extension Colour as White (if you don't have this option just make sure your bg colour is set to white before opening the Canvas Size window). Click OK.
Then do the same again but this time with a value of say 10px in both fields and the canvas colour as Black.
To make life easy for yourself record this as an action. I have it tied in with an action which resizes the shot for web, applies a touch of USM, converts to 8 bit and applies the border all in one hit. Saves a lot of time.
Hope this helps! :D

I use FrameMaster by GalleriaSoftware. It's a stand alone shareware application with a free try before you buy trial period. http://www.galleriasoftware.com/index.html

In Photoshop I will add a small border and then Buttonize it, making the button effect a little wider than the border........This makes it a little smoother looking than just a flat border.?!?!?
Like this........

i have seen some that have a thin white line then a black frame. and i have seen thick decorative boarders. The simplest method I have found in Elements is to simply increase the canvas size twice, alternating the background color with contrasting colors. Heres a quick demo.
First, in my image I wanted a white inner and a black outer. So set white as the background color.
http://img355.imageshack.us/img355/4482/border017fa.jpg
Then increase the Canvase Size by 1%, arbitrary number.
http://img355.imageshack.us/img355/5998/border029ci.jpg
That makes the white border ...
http://img355.imageshack.us/img355/7343/border035ym.jpg
Switch the background color to black and repeat the Canvas Sizing.

Voila!

Obviously, varying the increase in percentage will vary the borders' thickness.

Oh Boy.....I am the worst at this..........
First, I will crop, edit and adjust the picture how I want it.....
The I make a new white image that is 25-30 (or whatever looks good to you) pixels bigger than the pic both ways....
I copy my Edited picture and paste it as a new layer into the new White image and immediately go to "effect" then "3-D effects" and then "Drop Shadow"..........This will give it that shadow effect.
Then I go back to "Effects" and "3-D effects" and then "buttonize" and adjust the size of the button look you want.......I also use Transparent edge in the Buttonizer.
Once you do it, it is super easy.......I'm just a bad explainer:D AND I'm sure there is an easier way but I'm not a "Pro" at Paint Shop Pro!!

I have Elements 2 Also. There are a few basic frames you can use in the "effects" palettes. Once you have the frame on the picture, click on the layers palette and chose the layer that is for the frame. Then you can go to the "layer styles" palette and apply any of the patterns or effects in there. You can also makes matts (mounts) and frames for your pictures by creating layers and applying bevels and patterns to them. Or by Image>resize>canvas size.

In case anyone is wondering how to duplicate Reeforbust's effects in Elements, here are the steps that I use. (instead of hotlinking the screen caps, I will post thumbnail links at the end)
Anything in red font is a variable that you can adjust to your liking.
Create a duplicate layer of the original image.
With a white background, increase the canvas size to the dimensions you desire. I prefer a 20% increase all around.
Create a third layer between the background and the layer you created in step 1.
On your new layer, create a selection region outlining your original image (the top layer).
Still in the middle layer, Feather your selection, then Contract it. I used a feather of 8 pixels, and contracted it by 10 pixels.
Fill the modified selection with black
Maneuver the entire contents of the middle layer to the desired point. (Ctrl+Shift+arrow keys)
Now change the middle layer's opacity to 50%.
Duplicate the background layer
Select All (Ctrl+A). Then from the menus, create a selection border, Select > Modify > Border, of 25 pixels.
Fill your border selection with black.
Flatten all the layers.
