I was walking through the Las Vegas Convention Center during the CES show, and i noticed a guy with a 20D and had this contraption on it that kinda looked like a L shape and was attached to the bottom of his camera which then on top had a flash. What is that device called and why do people use it? Cant you just attached the flash on top of the camera? Please enlighten this newbie. :D

That would be a flash bracket, used to move the flash away from the lens. Most allow the camera to be in a portrait position with the lens still mounted above. Less red eye and not bad shadows when flipped on its side.

flash bracket? brings the flash further from the lens and allows you to move the flash if you go into portrait position.
