I have a good head already that I can share between the two tripods (Bogen 3047). I'm looking for a tripod that's probably half to maybe a quarter the height of my current tropid (Bogen 3021BPRO)...or maybe an arm that can support my camera and lens that hangs off the center column.
Anyone have any ideas?

There is a miniture benbo tripod. I have a lull size one, they are very flexible and good for low level work.

It's not an ideal tool for macro and once you extend the column for more than 4-5 inches the vibrations are really bad. But it gets down to a really low level. What I usually do, is unlock the legs, bring camera in the approximate position and then lock the legs.
If you manage to mount a macro rail on it with a good head... it's going to be a good macro setup.
It's flexible and you can lock the leg positions in any place. Very useful for doing stuff like this:

This is what I use for all my hiking...and travel...its my all purpose tripod

the center column can be detached to be used as a horizontal hang. The tripod can be completely flat agaisnt the ground. And its "pretty" light...hahah...
