The G3 only goes upto 8.0 on the f/stop , so I was wondering if I needed closer to a 11 in manual mode, would it be effective to use a ND or CPL filter, to increase the f/stops another 2 or so? The G3 has a built in ND filter, where as I also have a CPL filter avalible ( Which would probally saturate colors of firework displays )

That's exactly what the ND filter is for Karl -- go for it. Brightness is decreased to approx 1/8.
