Help Required Pshop7 Error

This might be really easy to fix but its doing my head in, please help me out people!!

Error:

The command "Set" is not currently available

i was trying out one of the default actions (wood frame) then when i click continue i get a further set of similar errors.

Quite possibly that one of the filters that make up a layer is missing. Try downloading the same action from another source, delete the old one and then load the new. If this doesn't work then I suggest you go through the process of looking at all the layers and finding out what filter it shows that isn't actually in the menu.

Maybe you can help me as I have a very similar problem with a default vignette action.
