I just picked up a 20D and have a 430 Speedlight and was wondering what ISO some people that are more us to this camera and speedlite use generally when shooting indoors.

I use a 380EX on my 20D. Normally i set the ISO to 400. I set it to 800 only if it is necessary (really dark situation, long subject distance).

It depends entirely on what effect you're trying to achieve. For an empty room it makes no difference.
If you have people in the foreground and you want to see the background you have to ballance the ambient light and the flash. So if it's dark inside I might use ISO 800, F4, and 1/60th. If it's bright inside or I want to hide the background i'd use ISO100 or 200, F8. Really you just need to work out what effect you want and to ballance the light sources.
Also, beware of the color temperature of light sources. If you use flash for the people in the foreground and tungsten light on the background the background will look yellow. You can fix it by changing the white ballance of the RAW and blending the exposures, or putting a gel on the flash.
