i think the compression killed it. the fact that you were at f2.8 @1/60 second tells me you were handheld. the ISO 1600 was a little much, i would have placed the camera on a car or something stable and tried for a longer exposure.
this photo does not do your 20D justice. please do not take this personnally but i've seen better photos out of my sisters cameraphone.
the depth of feel is too shallow, and is not bringing out anything important.
this my 2 cents. others my disagree with me.

A little crop, dodging/burning,, and b&w conversion spruced it right up:

Everything looks so smooth. Perhaps overkill with the noise reduction?

I thought it was interesting how just down the center of the street was in focus.

thanks guys for the input .. no offense taken to any comment ! =)
but with this shot .. it was kinda my first time out with the 20D .. and i wasn't used to the adjustment of all the settings ... and that shot was just sitting in my PC and i was going through it and found it and decided to play with the shot.
orginally the shot was kinda unrecoverable with the ISO so high and kinda shakey .. so i just play around in PS and found this and it kinda look like a painting instead of a photoshot ... but anyways .. thanks thou guys !
