I took out the 70-200 f/4 to the airport (where I'll be shooting mostly) and I noticed the quality was amazing, but I didn't like the length, it seemed too short. So my question, is the 135-400 any good? How's it quality wise?
On second thought, with some of the cropping 200 may be enough.

The IQ on your canon will be a lot better.:DYou could allways pop a 1.4 t-con on to give you a bit more.:D

The 135-400 isn't bad if you really want a cheap-ish 400mm lens, but i've had cropped shots from my 70-200 Sigma that absoloutely blow the 135-400 away.
I had the 135-400 (non DG) for a couple of years and given a bit of practice and a touch of PP it'll give you some nice shots. However as you've already got a 70-200L, then a 1.4x TC and a bit of cropping is a cheaper and probably better option IMHO.
