Whats the difference between the Canon EOS Elan 7n and 7ne?? And can the date stamp feature be turned off if the body has it? Im thinking of picking up one of these for a film body and was confused between the two.

The only difference is the 7Ne has Eye-Controlled Focus, the 7N does not. The 7N will likely cost less than the 7Ne. In case you don't know, Eye-Controlled Focus allows the user to choose the active focus point simply by looking at it. You have to go though a short calibration exersize to set it up for your use. Some people like it and others don't. I have it on my Elan 7e and I love it. The 7N series is a revised version of the 7 series and has a few more features like a lighted LCD display.
I don't know about the date stamp feature. I don't have that.

If the 7ne is set up like the IIe, then you should be able to turn the datestamping feature off. It'll be on the back door of the camera since that's where the little datastamp LED is located.
