Are macro filters far inferior to macro lenses? I'm going to Costa Rica and want to take close-ups of butterflies, frogs, etc. What filter or macro lense would you suggest? I have a Canon 20D..

You have many options depending on your budget. If you are on budget, tubes would be the most economical solution (even you're not on buget tubes are good because they don't have optics so IQ would not be affected). It also depends on your subjects. For small frogs and butterflies, I don't think you would need a macro lens. A telephoto lens will do it.
