In file viewer utility is setting sharpness to "High" just the same as shooting with the 10D in Sharpness +2?

Does unsharp mask in PS after this boost noise?

The answers are yes, and yes :)
If you plan to use USM, use LOW sharpening setting during conversion, and then apply all the USM you want in PS, otherways you are aplying sharpening twice, never a good thing
