S400 - Focus with Flash Disabled?

Is there any way to get a good focused shot with the S400 in Auto Mode with the flash forced off (disabled) without a tripod? Why does having the flash enabled govern the camera's ability to focus properly and/or not produce a shake warning)? Sometimes I just want to use ambient light for a shot, but, obviously, still want a sharp pic.

I'm using the flash as little as possible. Getting the 'shake warning' doesn't mean you can't get a sharp pic, you just have to be extra steady. It might help if you could rest the camera against somthing.
When light level is lower, increase iso setting, every stop halves the shutter time for a given light level!
