Should I get rid of the tires and debris in the upper right corner?

Nice shot.
The tired don't bother me much.

Did you use ND filter? what shutter speed?

Cool, Thank you,...

I used a UV (Canon) / Polarizer( Hoya) combo; f/22 @ 2 seconds. This overexposed the image a little because of the lighting conditions but once I opened the raw image in the CS2 bridge it auto adjusted the exposure pretty well.

THat is an awesome shot. The tires were definately not the first thing I noticed but it may be better without them. What was your exposure time, etc...? Did you use a tripod?

I used a tripod as well, I don't have one of those newer ones that let you get low to the ground. So I took out the center post, reversed it, and took the exposure upside down. :)
