Does anyone know if you have to purchase the plug-in or does it come with the software bundled with the 10D?

Canon supplies their own version of a Raw converter, Zoombrowser. If you want anything other than this you are on your own.
The 10D comes with a copy of Photoshop Elements 2.x but this cannot read the 10D CRW files. I personally user Breezebrowser for the conversion of my files.

You can convert with software that comes bundled with the camera. It's slow, not very flexible, and significantly inferior to some of the third party software available, BUT IT'S FREE!.
I understand Photoshop 8.0 will support the 10D, but the RAW plugin Adobe is currently selling for 7.0 doesn't.
I'm using Capture One DSLR LE, and think it's great, but it, too, is $99.00
If you're going to upgrade to Photoshop 8.0 when its released later this year, then you might as well wait until then and save a hundred bucks. Even if you buy the RAW plugin now and figure out how to make it work on the 10D, you'll still have to pay the full cost of upgrading to 8.0 when it's released. If you have no desire to upgrade, then Capture one is a good choice, and it's available now.

Hi,
I used the RAW plugin for about a month now until someone pointed me to CL1DSLR (Capture One) and must admit I now only use that.
It works so much faster it's amazing.
Get CL1DSLR.
