Is this the viewfinder lens? Just live with it. I don't think the cost of repair would be worth while unless it REALLY bugs you.
Is this the objective lens (what the camera uses for pictures?)
It is highly unlikely that you will be able to remove the lens and reinstall it without destroying the sharpness of the camera's photos.
Usually the lenses need to be calibrated with expensive test equipment to ensure the best possible photo. This can not be done by eyeball.
In telephoto mode, the water spots will not likely show up at all. In wide angle or in macro mode, they may. Also when shooting into the sun, they may cause some artifacts to appear.
Cost to professionally clean the lens? I don't know.
Also, since you have water actually inside the lens, the camera must have gotten quite wet. There is a chance that the camera had gotten some circuit boards wet, and although they are still functioning, some corrosion may have already been set. Each time the humidity raises, the corrosion will eat away a bit more... It could be weeks, months or years, but that corrosion (if there is some) will cause a failure. I used an Olympus point and shoot for many years that had water damage. It finally died, and I tossed it... Point being, that it may or may not be worth getting that spot or two cleaned up from within the lens.
