i have tooled aound with several of the shutter settings but i am trying to get a quicker shutter response. what setting should i put the camera on and/or what can i do otherwise to improve. thanks in advance.

Since there is no Shutter Speed Priority mode, you'll need to use another method to attain higher speeds.
You can use manual mode, where you pick the shutter speed and the aperture.
Or you can raise you ISO setting up and use Auto.
You may beable to use the flash to augment available light so that the camera can use Auto and still get the speed you want.

S400 doesn't allow the setting of aperture or shutter speed even in "manual" mode. The only way you can influence shutter speed to be faster is by setting a higher ISO value which has the unfortunate dowside of increasing grain.

My mistake on the S400 - So what do you have control over in Manual mode?

Just some extra setting that are disabled in "auto mode" i.e:
Flash - Always On, Slow-Syncro
Infinity Focus
Focus, Exposure & Flash Exposure Lock
Continuous Shooting Mode
Autofocus Modes - AiAF, Single
Exposure Compensation - +/- 2 stops
Light Metering Method - Eval, Centre, Spot
Long Shutter - 1 to 15 secs
White Balance - Day, Cloud, Tungsten, Flouresent, Custom
Photo Effect - Vivid, Neut, Soft, Sepia, B&W
ISO Speed - 50 to 400
