Low light action shots?

I am going to be taking some dog competition flyball pics in a few weeks and was just advised the building this is held in is pretty dark inside. No flash photography is allowed while the dogs are running. Without having to spend much money, is there a cheap way to solve this problem? Purhaps just some cheap halogen lights?

Aren't they just as likely to object to lights as flash? You'd better check before buying any :S

Crank up your asa and use a lens with an f stop of 2.8 or preferably faster...good luck
