there are filters in photoshop that allow that affect. Try messing with those, you can come up some real amazing work jsut playing with filters.

These folks have many filters and programs that do what you are looking for.
Search this forum for "marie". She uses one of these programs and comes up with some really excellent images.

You could also try a print media that is less traditional than photographic paper, like print on canvas.
