Taking Polls??

Is there a "function/feature" of the forum that allows anyone to start a poll or is this something a moderator has to do? If anyone can start one where do I find the options to set one up?

When you click "New Topic", scroll down and you will see Additional Options. "Post a Poll" is down there.
