I am going to buy not very expencive lenses with focal
length at most 17mm (28mm analog) - choises are limited.
What is better choice Tokina AF 17mm or Sigma 17-35mm?

I have no experience with Tokina, but I own a Sigma 17-35. Well for a price of 350-450 range, you can't complain much. It is a ok lens. But given a choice to me now, I would prefer to buy a Canon 24 mm f2.8 prime and a 35mm prime. You can not match the sharpness of a prime with a ultra wide zoom.
However, it do produce good sharpness at smaller aperture f8. So it may be the best choice for a budget photographer (I have not tried Tokina yet).
Lens itself is pretty big with 82mm-filter diameter. Well built and good to look at ;-) The autofocus is noisy and fast. Comes with a nice carry case also. If you buy one, be sure to order a UV and a Circular polarizer along with your order, as 82 mm filters are a bit difficult to get from your corner photo store.
Remember, D30 in-built flash casts a shadow of the lens barrel in your photograph at focal length less than 28mm. So you may want to buy an external flash like 550EX to go along with this lens ;-)

Good Morning,
Very disapointed with the TOKINA 17/3.5 and my 10D...
The TOKINA shows a very strong back focus (30cm at 1meter).
My CANON 70-200 f4 L and 24-85 are focus sharp.
Despite the very high quality of this TOKINA lens.
Does somebody experienced the same problem ?

Not yet -- I still don't have a 10D yet. :D
Mine works well with D30, I guess it stays the same when I get my 10D.

I have to precise that's not an AT-X PRO II but an AT-X (older model).
