Ive been reducing my images to about 800x600 @ 72ppi (from 3456x2304 @300ppi) and e-mailing them as attachements when I want to show my brother and his wife the latest shots I have taken of their little horrors but this reduces the quality a lot.Whats the best way to upload my pics so they can access them in all their glory?

www.flickr.com
There are previews in small versions, but one (your brother etc.) is also able to view the BIG files.
Otherwise get a website and upload the pictures in a small and large version.

If you know the resolution of the monitor at the receiving end, you can size your prints to roughly that dimension. For example, my system is configured for 1280 x 1024. Therefore, it makes sense for me to have pictures size accordingly for optimum viewing. Anything smaller will now show as much detail, and anything larger is a waste of file space and bandwidth. It goes without saying that using the highest quality JPG compression setting also improves the received image quality. Anything less is a compromise. Also, do not worry at all about the dpi setting - it is entirely irrelevant and does not effect the quality or the size of the image displayed on a monitor.

Generally just create a batch in Photoshop (if available), which resizes all your pictures to a desired format and then "Save as for web" with high setting. This allow you to show the pictures with a pretty good quality.
Furthermore there is acutally a great difference between dpi, so beware that you resize in 72 dpi. The reason is that a screen shows something like 96 dpi (please correct me if wrong), but 72 dpi is a standard for pictures on the computer. However, if you would like to print the pictures, then it is very important with 300 dpi (again a standard more or less). If you print, you should furhtermore not "save as for web", but just save as jpg with highest quality.
Did that help?

The only thing that means anything in terms of sizing an image is the pixel count, up until you actually print the image. Even then, you don't need to change the embeded DPI/PPI count in the image. It doesn't matter one bit what the embedded value is even when you make a print.
All you need to do is to make sure that there is a high enough pixel count in the image file to give you at least the desired resolution on the print. For example, if the image file has a pixel count of 3456x2304, then if you wish to print at a minimum of 300 PPI, you are limited to a maximum of 11.52" x 7.68". All you do is tell the software what size you want to print to, and keep your selection within the calculated maximum. It's that simple. Of course, there are options to increase the pixel count if you need to, but that's a different subject.
Jimox - you are on the right track by resizing the pixel count to a lower level than original for sending pics via email. The other thing you can do is to vary the amount of compression in a .JPG file to change its file size.
