Recently I went to Blacks (A canadian photography store) and asked them to find out for me whether or not Canon sells a polarizing filter.
I want this filter mainly because I intend to do ski photography.
So anyways, the guy at the store told me Canon didn't sell any filters, and only a lens adaptor, used for their wide angle and telephoto lenses.
What I need to know is whether or not you guys have any lenses or filters that are what I'm looking for, or have heard of anyone having a polarizing filter for their A70.

Any 52mm threaded filter will work on the Canon A70 with the lens adapter installed.
Buy about the best filter you are comfortable paying for (you get what you pay for). Likely just plain glass would suit the A70 (optical glass is nice, but it's quite pricey. If you plan on upgrading to SLR later on, it might be worthwhile.)

Wow, that's awesome. Since I'm pretty new to this, do you have any suggestions? I have absolutely no idea how much I would or should pay. 50 bucks? 100 bucks?

I would recommend you going to a real photographic store. One that has professional photographic equipment. (Not just the top ten stuff like what you get at the little mall stores.)
Talk to someone there who can show you different filter brands, and discuss your needs. They can show you the difference in quality between the different glasses, and plastics.
A filter is just a filter, but it's also part of your lens, and if you start stacking filters, quality is even more important.

Maybe you can try Cokin Digi Filter set come with it's own universal filter adapter which screw under the tripod adapter on any camera. It's handy and the quality is nice too. The whole set of filter system include one universal COkin filter adapter, one circular polarizer and sunset filter for onli RM80 (USD24) around that! Or you can try to look around the brand like Kenko
