Linear action in PS Elements.

I have recently purchased the D30. I am very happy w it. I currently use PS Elements for editing and am happy w it. However when I download Linear action and Linear sharpener they both are "opened" in PS Elements but I can't find or use them. Can these programs be used w PS Elements or should I contemplate the purchase of the full PS. Hate to spend the money. If I can use them in Elements how do I get to them.
Thanks for any help. Also if I purchase the full version of PS, what is the most cost effective way to do this?

I think one of the big limitations in PS Elements is crippled use of plugins....

Thanks for your respnse. I guess it's on to PS 6.
