Depends who and where you are sending them to, I use the free uploader from inspic.com which uploads to their server. Email the links rather than the pictures, I hate getting emails with large picture files that I don't want.

I would think just send the smallest possible. If the recipient is only going to look at them on the screen, resolution is not such a big deal. So make the file small. Especially if they are on dial up. I usually just use the forum guidlines since the result usually looks good to me. 800 pixels at the longest and file size under 100kb. But if your recipient wants to print and they have dial up, it may be best to just upload it to a photo sharing site so their e-mail doesn't get bogged down with your file.

My Pictures in XP asks me if I want to reduce size before e-mailing a photo. I always say yes and I think it goes to around 640 X 480. That is how I resize for all the photos I post on this forum. I simply email the photo to myself, save the attachment, and then upload to the forum.

microsoft makes a great plugin for XP -quick and easy downsizing ;)

http://download.microsoft.com/download/whistler/Install/2/WXP/EN-US/ImageResizerPowertoySetup.exe

Once you install this program all you have to do is select one picture, or a bunch of pictures (using select all, ctrl, shift, or drag etc) and right click. A menu will be brought up with your normal copy/paste functions, and there will be a resize option.

This program rips down your pics CLEANER than any program out there. I have adobe, unlead, etc.. over 5 image programs on my computer and this one is the fastest and cleanest, easy to use image resize program ever.

when you click ok, it will make new files for you (leaves your originals un edited.)
