I believe that if you ever plan to do any editing of these files they should be saved on the CD as Tiff. Any time you edit and save as Jpeg you lose data- "lossy compression". Tiff on the other hand is "lossless compression" and no data is lost. If you never plan to revise the photos then I don't think it makes a difference. PSD is a proprietary Photoshop file. It is good to use when you are working on the file. When you are done editing the file it should be saved as a tiff.
I noticed that your files are already small for printing. If you want to make them smaller using Photoshop Elements go to File>save for web and select a file size and type. I usually pick Medium / JPEG for web.

I suspect when you say image size you are really meaning file size. If they are in jpeg, they will only get worse if you try to make them a smaller file size. Any time you save a file as a jpeg format the image loses information. Note though, if the files are ready to print already and already in jpeg format, just burn them directly to CD as they are this will result in the best pictures as they are already the best they are going to be. If you have to do some photo editing and then resave, then use TIF format to minimize the further loss of information
For best results when editing save as TIFF before you do anything else with them and I would recommend printing from a TIF version (but don't bother converting if already in jpeg unless you have to). Note though that converting to TIF format will probably increase the file size to 7-12MB per image.

Actually, TIF is uncompressed. No compression at all. TIF-LZW is lossless compression. JPEG is lossy compression, but there are programs that can moderate the amount of compression from heavy to light.
