I have tried painstakingly to get reflections on water in my Photographs however I just manage to get a blur ontop of water.
Is there a common technique that I am missing?

You touched on one key thing here...mving vs. still water. It shouldn't be needed explanation that you can only get good reflection shots on still water. Any movement in the water will translate into movement in the reflection...you may want some movement, and you may not. So, scout your location for the light you want and then pray for a very calm day.

I was hoping that reducign shutter speed may produce a better reflection on gently moving water. I've been experimetnign a little and noticed that this is the case, it seems to "level out" the water movement some.
Other than that the reflection can be added with PS - though this is cheating.
