I wish to take shots at night.
The shots for people with flash turn great but those of buildings wiht little lights will turn out ugly. If I use the flash it will not capture a thing.

How do i get shots for like sea with lights at night for example?

Turn the Mode dial to M. Now select a longer shutter speed (a matter of seconds is required at night). If there are street lights, you could up the aperture to about 5.6 or 8, and they will appear starred. If it's very dark, set the aperture to lowest 2.6 to capture as much light as possible, and up the ISO. Shutter will stay long enough.
You must use a tripod for that, as to not get blurred images. Or simply secure the camera in place and use the self timer for fireing.

About the shutter speed, which is longer. 1/200 or like 1 /1000? I'm kinda stupid lol.

1/200 is longer but you will probably go for something more in the range of 1/2, 5 or even 8 (or the max your camera can give you).
