I have a Canon 380EX speedlight. I guess it is a discontinued model, but it works fine with the D30. THe only problem is that it takes about seven seconds between flashes using 4 normal alkaline AA batteries. I'd like to speed that up, can you use some kind of a high-powered external battery pack to shorten the cycle time? Or is there a different type external flash that could recycle faster and yet still be very portable?

Jpbeale, try Li ion batteries if you don't mind the cost. They are disposable and will last longer and should charge the flash much faster than alkalines. If you prefer ( like I do ) use rechargeable NiMH batteries.
Both the Li, and the NiMH provide a greater capacity for current than alkalines. The advantage the Li has over the NiMH is that they don't discharge themselves with time so if you use the flash ( and remember to turn it off ) and use it again in 3 months they should still be good, whereas the NiMH will be dead or near death. On the other hand, if you use the flash a lot and frequently, the NiMH will be the better way to go.
