Does anyone have their screen like this?

Simply Press 'Shift' + 'Alt' + 'PrtScn'!

Can anyone explain the reason behind this feature of windows? Presume it helps poor vision?!?!

Thought it may do photographs aswell but it doesnt.

It's called "High Contrast Mode" in Windows. http://www.microsoft.com/windowsxp/using/accessibility/highcontrast.mspx

It is for people with visual impairment.

Or astronomers :)

I had set a bunch of my apps to "night mode"
(red text on black background) when I was
into astronomy.

So, when I went out for a night of astro-imaging,
I'd set the desktop to "night mode".....then, when
taking a break or downloading astro images, my
"night vision" wouldn't be ruined by blaring white
and colors....

FWIW (which is probably nothing <G>)

Quite annoying when someone does it on every computer in my computer department!
