making new image frames

I'm wanting to use a different picture frame in my exhibitions.

The problem i have is that the frame is 17 pixels wide and the original EE frames are 12 pixels wide. My frames are being automatically resized to 12 pixels so they look a bit naff. How do I prevent this? (I'm using b5)

fill.gif defines width and height of frame. It is overlap with corner images to set the size.
