There is a solution - back when I shot slides - that can be used quite effectively to clean them. Just found it - Edwal anti-stat film cleaner. It's about as old as I am.
BTW - nice captures.

Most newer scanners have AMAZING anti-gunk software built right in. Some even go so far as having an infra-red pass that detect non-film information. What kind of scanner is it?

From what i am reading it looks like the scanner has the capability to auto-remove dust and scratches through an IR pass. And it also sounds like the AI software is what makes it work. I say upgrade.

And it also sounds like VueScan is a better interface utility anyways, with better IR results. Try that on for size.
