Canon's photos offen have a soft image.

But in effect's menu it has "low sharpening", so when should we use it ?

Low Sharpening is when you want to apply Unsharp Mask yourself. Since the camera does sharpening in camera and sharpening is the last step in the edit process, then, what do you do when you want to edit the photo... Simple, turn off the Sharpening, edit to your hearts content, then apply your own shapening.

I have used Low Sharpening setting a lot.

It's not for reducing noise. The camera already does that on exposures of more than one second. Such an option would be called Noise Reduction or some sort of thing.

Some good programs are out there for reducing noise further.
