After setting the prefs in my text editor and ftp upload program correctly I finally was able to upload the language files without the ISO error problems I was getting before (Mac user). I've enabled two additional languages (German and Spanish) and set them to "lazy" mode. My question now is how do I insert translations of the welcome text in the Misc Settings editor so that the translations appear to the user when they select an alternate language? Same question for exhibition descriptions.

When lazy is on language's multilingual database fields are not used in public (they can be edited, though). There is no "some fields are lazy some are not" mode in EE.

I guess I'm not clear on how to do this. If I want to have both english and german for the welcome text do I first turn off lazy for german and then replace english welcome text with german in the misc. settings editor? Does german also have to be set as primary language to do this?

Go to admin - news editor and look at your current language setting in the upper right corner.
Now fill in the text for the current language. After that you change the language (in the upper right corner) to another language and you can fill in the text in that language.

Primary language is you default public and editor language.

Lazy language is a language where public user-interface is translated (from language files) and database fields (what you see in editor) are taken from primary language. In the editor lazy language does not really affect anything - this setting affects public viewing only. So, if you have finnish language set to lazy, you can still edit finnish language fields, but visitors will see english fields instead (if english is primary language).

Public language is language that is offered for public.

So, when you set language lazy, you have to translate (or copy) all data into it. I will provide a tool to fill out lazy language data easily from some other language so that your needs will be catered, but not for 1.5. There are so many possibilities how to do this, and I'll try to take time to make some good choices which benefit all and are easy to use.
