I do not know if it is the best, but ThumbsPlus is a good program. It is also relatively inexpensive.

You can organize and do basic editing, create slide shows, it will open RAW (in "Pro" version), batch processing, batch rename, the user interface is very easy to customize, can act as a thumbnail viewer for another image editor (like Photoshop) and more.

I use it, I like it.

Enjoy! Lon

Another vote for picasa. Takes care of the basics. I use PS for bigger editing projects

iMatch and CS2. Final organizing/categorizing is done in iMatch which for $60 is a deal IMO.

I've used the GIMP . it's a very good program but since i got elements 2 free with the 300D i've found it slightly easier to use AND has more usefull features (for me)
These days i use elements 2 only.I have a copy of CS somewhere but never use it because it's so STUPIDLY unnessesarily complicated

As far as i'm aware none of the photo organising programs are any real use for editing images. They don't offer cloning ability for a start...
Personally i simply don't use any photo managing software- i just use the folders in windows XP.Depending on what i'm looking for i can search a folder based on date modified, name and so on.If i have many thousands of images i might use something like picassa (i tried it recently but found it offered nothing usefull to me)

My favorite software for editing photos is Corel PhotoPaint (http://www.corel.com/servlet/Satellite?pagename=Corel3/Products/Display&pfid=1047024307335&pid=1047025934319) which came in Graphics Suite.
My favorite freeware for editing & managing photos is IrfanView (http://www.irfanview.com/).

if you have Linux you can use

dcraw: to transorm raw file to jpeg/tiff
digikam: www.digikam.org (http://www.digikam.org/)
ufraw: based on dcraw

Also Lightzone is free for Linux, but not for Windows and Mac

Picasa2 Just got updated to get even better. It now has:

Support for showing things in directorys, so you have more control over your view (I'd kinda stopped using it, but now I'm using it again, just for that).

FTP support, so you can upload straight to your website from Picasa.

More customisations

The ability to tag photos with a location in google earth, and then view an overall map of where you took your pics.

Loads of other cool stuff as well - you can search for black and white photos, and it shows all the photos that don't have much colour in them, or you can search for red photos and just get photos with red in them!

It now has a screensaver, so you can set it up and tell photos to go into it.

It supports 30D RAW, and now supports DNG as well!

A few other minor improvements - but basically, its great!

I tend to use both iView Media Pro as well as IMatch, all depends on what you want out of the application. both are fantastic IMHO.

I used to use and sometimes still do, MS Digital Image Suite 2006, now since I got Scott Kelby's CS2 book I have been using CS2 and Bridge 90% of the time.
