For photo work I don't use any plug ins other than Adobe Camera Raw.

But for "other" CG work I have allways had all the "Kai's Power Tools"

Neat Image, although only the Pro+ includes a plug-in. Great at getting noise out of images taken at high ISO settings.

Easy to use, easy to profile. Use for for a G3 and DRebel.

Free demo version for non-commercial use is stand-alone, not a plug-in.

DIGITAL SHO Professional Plug-In automatically reveals details hidden in highlight/over exposed areas, as well as details hidden in the shadow/under exposed areas. Proprietary algorithms analyze and adjust the gradations of dark and light image areas to optimally reveal hidden details.

Flaming Pear has some good ones.
Here's a list of sites that have some freebies:
http://www.cybia.co.uk/
http://www.redfieldplugins.com
http://www.v-d-l.com/index.html
http://www.fantasticmachines.com/ (Look for the one called Paint Engine).
While these aren't really "must haves", some are just plain fun (I really like Redfield's).

There's also Filters Unlimited; very good.
