Are there are rules or guidelines for using UV and polarizing filters? I have both and the converter tube for my A620.

As far as I know, a UV filter is basically used (to cut haze) for protection of an expensive lens. Polarizers are used to enhance colours and cut unwanted reflections.

It's a matter of experience also.
By experimenting with shots nand filters you will discover new ways to achieve results under certain conditions. However there is no pure science here this is art and in the end it will be you who will determine what works best with your shooting style.

I like to use UV for mid-day scenery shots, it helps reduve haze and unwanted reflections. Also UV really comes in strong for water shots by eliminating glare and give the water a much clearer look.

A polarizer is a little trickier, it does reduce light to your sensor and so you might want to test it out to see how that might affect your end results. However on a plus side a polarizer will enrich hues mainly sky blue. But I always questioned the true worth of a polarizer because most camera's have very good color control systems on top of typical post processing.

My 2 cents anyways.

Thanks John. That all makes good sense. I did some initial experimentation with the polarizer and I made the shot so blue it was completely unnatural looking.
I will play a bit and since I do a lot of sky and water I will work with both filters to see when and how each is most effective.
