i shoot my artwork with the g3,,,as large as i can, for web and for printed invutations.

i shoot oil paintings, so there's glare and white lines. i used to take the full image and air brush out the white streaks in my image editor before reducing and sending them out.

however, i noticed that if i take the image and reduced first, much of the "white streaks" were eliminated. there was still some glare that i airbrushed out.

my question is what is happening to these white streaks(i assume they are reflections off the brushwork),,that they disappear when the image is reduced.

It sounds as though you are resizing down (downsampling) a fair bit, and as you do so fine detail in the image is being lost, including the light reflecting off the brush strokes. I'm guessing these 'streaks' are some of the finest detail being recorded, and stand out because they are so bright.

Hard to tell without seeing before and after. (Using polarized light on the artwork would eliminate the glare in the first place).
