Can my primary CS (office/desktop) also be installed on my home/laptop?

Yes,.
...but first lets seperate the symantics.. "can you" menas is it possible,. not are you "allowed to" and yes you certainly can!
As far as if Adobe wants you to,. or more to the point, do they "grant you license" to do so...
I have not read the CS lincense.
It varies from software to software,. you would have to read the "License Agreement" if you want to stick to the strict letter of the law. However technicaly as long as you are the only one using both installed co[pies,. you can argue that you are using one licensed copy. You could do it completely leagally by uninstalling the desltop copy and reinstalling to the laptop,.. and back and forth forever so that you only have ot installed on one PC at a time... but that is really ridiculous.
I would feel free to install the software that you paid good money for on any machine on which you intend to use that you own. To say that you can't is in my opinion like saying that you can only read the book you purchased in your living room,.. but not on the bus to work!
If your employer bought it, that's a whole other ball of wax...
but symantically the answer would still be "yes you can,. but you may not!" :D

Q: Can I activate Photoshop CS software on more than one computer?
A: The activation process supports installation on two machines. Adobe's Product License Agreement allows a user to install the product on a primary and a secondary computer as long as the product is not being used concurrently on the two machines. While the activation process supports installing and activation Photoshop CS on two machines, the usage of the product on the secondary computer is restricted to the main user who licensed the software. Allowing others to use Adobe software on a secondary computer violates the Product License Agreement.

This is indeed good news. I just ordered my copy of CS and thought I was limited to one PC.

It sure it! I just installed CS a few days ago myself and I was wondering the same thing about being able to only use it on my one machine. I must say, I give ADOBE two thumbs up for having the insight to allow us to install CS on a backup system.

Yep, not a problem.
I've installed it on my main PC and this weekend installed on my laptop (for when away from home) with no problems at all.
