As far as I know, the Kodak PhotoCD is a proprietary format and has not licensed it to any software developer company for output although input is OK. Hence no photo editing program can create a PhotoCD file although they can read them.

I use Easy Cd Creator Platinum to create slideshows that will play on DVD players. It adds a standalone program that will run on either DVD or a Computer. There are probably other programs that do the same, but Easy also does many other things, (CD creation, MP3 etc.)

There is a program I have called Pro Show gold by Photodex. It allows you to make Cdr CDrw's Video CD And DVD. You can also put music on it and make Exacutables to email. I can play the CD or CDvideo on any computer or Tv DVd player. Somr players only accept CRRW to play most new ones take CdR's.

Some links I found that might be useful for you:

2. http://tedfelix.com/PhotoCD/
It's not impossible and Ted's site lists some workarounds and hacks that you will need to do to make it happen.

I bought a CF card reader made by a company called Dazzle -- I think it cost about $14 at an office supply store -- and it came with software to make CD's to play in a DVD player. They are saved in a format called VCD, which apparently can be played by most (but not all!) DVD players.
The software is called OnDVD. The photos are saved in two formats: as a lower-resolution format that is displayed by your DVD, and as a full-resolution JPG copy of your original print. (No RAW stuff, sorry.) So it works as a way to both back up your photos and display them on your TV. Oh, and you can attach an MP3 file to the slide show so you've got music in the background too (I haven't tried this yet, though).
The software is not terribly sophisticated. But it's easy to use...I'm making a slide show of family photos to send out with my Christmas cards this year to my closest friends.
