I have read many places that PS CS allows editing of images in 16 bit mode. When I switch to 16-bit mode, most of the filters and special tools are greyed-out and unavailable.
Are just the basic functions available in 16-bit mode,or did I forget to tunr on something?

It's true that in APS/CS 16 bit mode locks out many of the filters. You can still use unsharp mask, thankfully.
I have found by trial and error that a few of my third party filters work with 16 bit, this list is not comprehensive, just what I've discovered on my system:
Dreamsuite Series is OK
Asiva colour correct/apply is OK
Panopticum Lens Pro is OK
Photokit Sharpener stuff is all OK.
Unfortunately the Extensis stuff (mask, photoframe and intellihance) are not OK.
You don't need to turn anything on.

Not all the filters have been made 16-bit, but the key imporvements is that layers can now be used in 16-bit with all the core editing functioning and a worthwheil selection of filters.
Judging by the speed of the new lens blur filter, which is 8-bit only, some of the filters would be horrendously slow in 16-bit.
