Is it possible to upgrade to CS from photoshop 7?
Plugins perhaps and how much would it cost. if you have C1LE is it necessary to want photoshop CS?

You can easily upgrade from Photoshop 7.x to CS. The prices vary so I would just check around.

C1Le is grand product but I think that CS is giving it a run for their money in the latest version. I find the CRW conversion in CS to be pretty decent but have only had it for a couple of weeks and am still getting the hang of it. There are a few other enhancemenst in CS that are of value to me so I personally think that it is a wise choice.

I also have this thing about having to have the latest and greatest.

CS has my vote. Haven't used C1 but I'm very happy with the raw function that CS provides. And its all integrated. Most you would pay for an upgrade is $169, and I've seen less expensive offers (someone said Amazon).
